Rollout harmful content statement etc. to GHN

Please add harmful content statement to GHN.

  1. Link to it from About dropdown (Harmful Content)
  2. Add to footer (as did with GA portal)
  3. Add alert box on site (as did with GA portal)

Let's discuss the difficulty level of adding a reporting form before work begins on this. If it's going to take a lot of work, we'll not include it on the pages with digitized materials. We will only use a generic reporting form.
