Cache main views in Redis

Open ended. Things to consider:

• Some built-in Open ONI views have a short time-based cache. Do we want to turn that off? Do we want to add that to the browse views we've added?
• Do we want to use template fragment caching on the header/footer?
• Do we want to change the cache backend to redis or something?
• Can we make deploys and/or the metadata ci/cd do a cachebust?
