Deal with non-standard counties like "Athens-Clarke"

Should show up under "Clarke" county in county browse. How does the old site handle it? Are there other examples?

Note that our counties map currently shows 147 counties filled in while it says "Browse newspapers from 151 Georgia counties". So there are four counties in the DB with non-standard names. One is "Athens-Clarke". What are the other three?
