Customize links in "Geographic Coverage" area on title pages

When viewing a title at (e.g., /lccn/2008233466/) an area that says view more titles from this City County, State. Remove state and change the destination of the City and County links to go to, for example, /cities/vidalia instead of /places/georgia/toombs/vidalia
