Rewrite the API help page

So, I'm poking around looking for documentation on the OpenOni API.

Looks like there's already a page in the code itself that details the API: https://github.com/open-oni/open-oni/blob/543f0f5680b7980dfa9598df084b98c3e9b1b5fd/core/templates/about_api.html

There's also another repo for an admin api plug-in
