Counties: Links could be improved

recommendation: The list of states below the map on the Places page has links that could be improved. Each link for each list item is broken into two parts, state and records, with the same destination. This creates not only redundancy, but unnecessary fatigue for keyboard-only and screen reader users. It can also cause confusion about the purpose of the links. Some users may assume that they go to two different places. We recommend combine the link text so that it is only read once (i.e. "Georgia 13,000 records").
