Spotlight administrator errors

Once an administrator is added to spotlight, they receive an email from dlg-exhibits-do-not-reply@uga.edu.

"Hello! The Exhibits Administrator has invited you to help manage exhibits. You can accept this invitation by clicking the link below. If you don't want to accept the invitation, please ignore this email. Your exhibits administrator account won't be created until you access the link above."

After clicking on the link in the email, administrators status does not change in the admin dasboard. It still says "pending." Systems notifications are not supposed to be sent to non-verified admins.
