Bypass mechanism for alphabet selector could be added to improve accessibility

recommendation: The alphabet selector on the People page is lengthy and could benefit from a skip link. As screen reader / keyboard-only users navigate through each letter, they will have to TAB through the alphabet each time which can cause fatigue. We recommend adding a skip link that will allow users to by the alphabet selector.
